ABSTRACT

Since traditional transport planning has adjusted it's planning principles to motorized traffic, it deals with the reprimand of road users. Thereby the consequences on the attractiveness of walking and cycling and hence resulting behavioral changes and needs of road users, esp. pedestrians and cyclists, were not considered in transport planning on a strategic level. Regarding actual planning standards focusing mainly on motorized traffic from a historical point of view, some more “human behavior-” and less car oriented tools for infrastructure planning are discussed. Biological as well as socio-psychological concepts will be reflected to change the understanding of human behavior and needs of different groups in traffic. The pedestrian resp. the unprotected road users as a new meter are carried into the focus of concern.
