ABSTRACT
Cadre education and training is the guiding, basic and strategic project of building high-quality cadres. Cadre education quality evaluation is an important way to motivate the cadres’ learning, teachers’ teaching and training institutions’ running schools. It has great significance in safeguarding the training quality and improving training eciency. The present cadre education and training is carried out by centralized training (by party school, administrative colleges and other training institutions) and online learning. Due to the growth of the scale of training and the diversity of training modes, cadre education and training evaluation has gained more focus on the influence of the new public management movement focusing the concept of government performance. China’s <2010-2020 Cadre Education and Training Reform Outline> puts forward ‘building the mechanism of cadre education training quality evaluation’; <2012 National Cadre Education Training Key Points> requires ‘carrying out teaching quality evaluation comprehensively’, ‘promotes building by evaluation’; <2013-2017 National Cadre Education Training Plan> clearly puts forward the principle ‘quality first, pragmatic, and realize the quantity and
quality, scale and benefit unifies’, and plans ‘forming eective cadre learning and training evaluation mechanism before 2015’. It can be seen that the design and implementation of cadre education and training evaluation system is urgent.
