ABSTRACT
There are many territories, abundant resources, and rich products in XinJiang. The diversity of ethnic species determines the diversity of national culture. Due to historical reasons, XinJiang’s scientific and technical strength is relatively weak, especially to transform scientific and technological achievements. The average level and the contribution rate of technological progress are lower than the national average. The gap also has tended to increase. To meet the requirements of the national western development strategy, we should improve the level of the minority education in rural ethnic areas and develop local elitists. It is very important to improve the local economic development situation. Western development needs all levels and all kinds of talents. Senior talents can be cultivated, and also can be introduced; But a large number of elementary and intermediate talents mainly rely on their own culture, introduction is unrealistic, and it is financially unsustainable. In the western region, the revitalization and development of economy must firmly rely on science and technology.
