ABSTRACT
The assignment of papers to reviewers is one of the most important tasks facing the organizers of scientific conferences and journals. Assigning submitted papers to their most suitable reviewers is essential for the success of any conference and the high-quality of any journal. As for the proposal review, the proposalreview assignment is also important for choosing the most worthy funded projects in order to promote national science and technology development. However, this is not a simple task. Since the number of submitted papers and the size of the candidate evaluation experts is large. Manual processing of this task is time-consuming, trivial, and cannot consider some constraints such as load balance, topic coverage, conflicts of interests, and others.
