ABSTRACT

This chapter introduces the concept of ‘brokerage’ for building capacity for data use in schools. It describes brokerage practices in primary and secondary schools. The chapter identifies barriers and facilitators for data use in schools. It analyses the concept of ‘brokerage’. Translated to schools, data brokerage is a way to ensure that school leaders and teachers get access to relevant data and, as such, support practical and policy related decision making. Data brokerage has the potential to cultivate human capital and social capital in schools. The concept of brokerage has gained little attention in the date use literature. Little is known about how data brokerage is manifested in schools. The chapter provides a rich description of data brokerage activities in schools and how these activities can be initiated and supported. The first important focus for the development of human capacity with regard to data use is stimulating a positive attitude towards data use and data brokerage among team members.
