ABSTRACT

This case focuses on Billy, an elementary school child with spina bifida who uses a wheelchair. He participates independently in general physical education (PE), and he has the skills to be successful. However, there are questions regarding safety, as Billy gets so excited in PE that he sometimes loses focus and accidentally runs into peers. To add to the challenge, Billy is the first wheelchair user at his elementary school, and his PE teacher and principal are not sure how to help Billy be successful and make sure Billy is safe and his peers are safe. Questions in this case focus on appropriate accommodations and the possibility of a 504 plan because Billy does not have an individualized education program for physical education.
