ABSTRACT
The rule of law is essential in a modern liberal philosophy but the concept is not fixed for all time. Over time, Turkey has moved forwards and backwards in respect of the rule of law and, while the principle has been established in successive constitutional texts, embedding that principle into practice has been problematic.
