ABSTRACT
In this chapter, the author provides an introduction to the role of think-tanks in influencing policy at the broadest level, before providing an in-depth look at how think-tanks operate in the United Kingdom higher education space. Think-tank staff work round the clock to shape policy by conducting research, disseminating results, and advocating for change. Groups of thinkers coming together to influence political life have existed since the dawn of democracy. New think-tanks are being established all the time as different ideas and influences emerge and individuals seek new ways to connect with those in power. Anthony Seldon, co-editor of a two-volume book analysing the role of think-tanks in contemporary Britain, previously expressed scepticism about the influence of think-tanks, claiming that true influence “comes from people who break off from them and come into government”. The clue to a think-tank’s independence is in its status, which should be openly declared on its website and/or publications.
