ABSTRACT

Climate change, as a global and scientifically-proven phenomenon, is closely linked to local issues. This chapter attempts to show, by exploring the case of Morocco, and in particular, by highlighting the need to implement projects aimed at both adaptation and mitigation, that this global challenge provides important local opportunities for sustainable development. In this regard, water and energy sectors offer real possibilities for clean investment and technology transfer. By endorsing stronger ethics on domestic and global levels, there is great hope that this challenge can be met. In a world that pays close attention almost exclusively to the news of the moment, which is attracted by spectacular scenes, the United Nations has succeeded in placing the issue of climate change at the top of the political and diplomatic agenda. To address the effects of climate change, the focus has most often been placed on mitigation by industrialized countries through the limitation of GHG emissions in the atmosphere.
