ABSTRACT

This chapter provides an overview of the Dubai Government Excellence Program (DGEP) and Model to describe the evolution of the performance management system in the Dubai Government and its strategy for sustaining a culture of excellence. It describes the evolution of the performance management system in Dubai and the Dubai strategic plan. The chapter discusses the impact of the DGEP on performance and the opportunity for sustaining the culture of excellence in Dubai. It emphasizes the following points in particular: the adoption of organizational excellence frameworks can help improve performance of government organizations; leadership is critical to drive performance in government organizations; and continuous learning and development are key elements in sustaining the culture of excellence. Government organizations in Dubai have adapted the DGEP excellence criteria and have been explicitly using the criteria as the foundation for regular organization self-assessments, engaging staff across each organization in identifying opportunities to improve.
