ABSTRACT

This chapter explains the genesis of the organization's approach to analytics. The institutionalizing analytics includes four main initiatives: clarifying expected outcomes, identifying and managing the data thought to be useful for these outcomes, building capacity, and learning from analytics. The use of data in an organization calls for a well-developed data supply chain (DSC). A typical DSC needs data capture, storage, transformation, and dissemination tools. Data must, of course, be available, but they also must be transformed and cleaned to make sure that they can be used properly for analysis. Implementation of a data-driven management approach across such a large organization is not without its challenges. According to interviewees, the overall approach to outcome management has contributed to strategic focus, to the ability to modify initiatives based on evidence, to motivate other stakeholders, and to build engagement and shared responsibility.
