ABSTRACT

Inclusion may give all individuals equal opportunities to participate in society, but it also claims that all individuals have an equal responsibility to participate by realizing their potential to optimize their learning opportunities and ready themselves for further education, regardless of personal, social, or psychological challenges. In Norway and Denmark, a central political goal is for all students to develop their learning potential, complete secondary school, and prepare for further education. In practice, this goal has still not been realized and too many young people struggle to find alternative ways of participation. In a neoliberal society, there are no alternatives besides exclusion.
