ABSTRACT

The chapter traces the transformation of vocational education and training in Norway under social democratic rule. Central is the identification of policy reforms and evolving interest coalitions. Two different periods are identified. The first period marked the formation of policies for vocational schooling as well as apprenticeship in industry, crafts and commerce as separate institutions, and the subsequent integration of VET schools into the new upper secondary comprehensive school together with general education. The second part treats the growth and integration of apprenticeship into the comprehensive school and the relations between the state, the employers and the unions.
