ABSTRACT

This chapter presents the results of several studies that have been done in Vietnam to understand non-salaried and salaried workers' participation and willingness to participate in health and social insurance in this country. Evasion or the lack of employees' registration in violation of the social insurance law, although large, is not however the main issue in Vietnam. The line that distinguishes formal and informal employment is, therefore, rather blurred in Vietnam since a large share of formal employment's income is in fact not reported to social insurance. The survey that is realized in 2007 studied the potential transition of the participants of the Farmers' Pension Fund in the province of Nghe and to the Vietnam Social Security (VSS) voluntary pension system created in 2008. The monitoring of innovative policies is necessary to reduce the current misunderstanding of the general public about the role and to increase the capacity of the systems and to serve a larger share of the population.
