ABSTRACT

The design, organisation and operation of a company's feedback systems for the management of accident risks are determined by a number of framework conditions. The importance of considering framework conditions has been demonstrated by several researchers, but the notion and operationalisation of the term vary, representing both opportunities for and threats to our ambitions for accomplishing efficient solutions. Socio-technical studies have had a major influence on democratic traditions in Scandinavian organisations as well as on participative approaches to organisational development and occupational health and safety management. The 'cultural' element in the management of safety and how people in the organisation interpret and attribute a meaning to accidental events are important aspects. Most of the health, safety, and environment (HSE) management systems applied in industry today have been designed on the basis of structural perspective: monitoring and control, procedures and rules, rational decision models, and structural allocation of responsibility.
