ABSTRACT

To fully understand the rehabilitation programs in Iraq, it is relevant and necessary to understand the circumstances of the individuals involved in the running and oversight of the programs. Their work environment, living environment, pleasures, and stresses that they may have experienced all contributed to whether the programs succeeded or not. The Operational Support and Services (OSS) contractors maintained uninterrupted direct oversight and supervision of the programs, and employed local Iraqi nationals who were responsible for the actual instruction of the rehabilitation programs to the detainees. The TF-134 military liasons-assigned to support OSS-provided valuable expertise and security to the operations. OSS and the TF-134 liasons were integral to the success of the rehabilitation programs. In Iraq, everyone endures his/her share of hardships. In the implementation of the rehabilitation programs, the OSS was no different. There were mountains to climb and challenges faced daily by everyone throughout the course of the programs.
