ABSTRACT

The appellation of Tanweer, enlightenment in Arabic, was toyed with for many months while the rehabilitation programs were running and transforming. Although introduced into the original fragmentary order (FRAGO) by Maj. Gen. Douglas Stone and TF-134 in May 2007, the different phases of Tanweer and the different elements involved were actually not formalized until May 2008; interestingly, only after all the other rehabilitation programs were individually in motion. With the encouragement that a busy detainee does not have time to get into trouble, the framework of Tanweer was designed to encourage and enable detainees to maintain a moderate way of thinking throughout detention by providing a range of activities from the time they arrive into detention to the time they are released. In addition, it was designed to simplify the rehabilitation process by integrating all the existing programs under one term, while at the same time leaving space for expanding the programs’ options.
