ABSTRACT

Without reservation, the push for and actual implementation of detainee rehabilitation programs in Iraq were the result of primarily one determined man: Marine Corps Maj. Gen. Douglas Stone. In the face of adversity and resentment, Maj. Gen. Stone pushed an agenda that he knew was right, he knew would work, yet was virtually unsupported by anyone higher up in the chain of command. The result of his efforts not only outlasted him in Iraq, but with his continued in¢uence and determination has since carried over to Afghanistan as well where they continue to improve the security of detention operations, and illustrate what a difference a fresh approach can do to overhauling stale detention operations. In essence, his controversial and innovative plan to incorporate rehabilitation programs into detention operations and, thus, irreversibly change detention operations as they were known, worked. But, it wasn’t without difžculty.
