ABSTRACT

It has been demonstrated that development and management of the water resources in India have to be revolutionized urgently. Considerable potential enhancement of water availability and of advancement exists from technological considerations. However, the management of water over the entire cycledevelopment, use, and management of the socioeconomic-environmental system-is a societal management issue, above and beyond the proposed technological revolutions. We address these issues. We first briefly restate the current state of water management in India. We analyze the institutional and cultural factors that have led to this phenomenal neglect. We also offer some solutions.
