The original European Communities Directive 92/57/EEC on which the United Kingdom legislators based the CDM Regulations called for the client to appoint a ‘coordinator for health and safety matters’. This appointee’s key objective would be to coordinate health and safety matters during the various stages of designing and preparation for a project. Consequently the UK lawmakers invented the ‘planning supervisor’ to fulfil this role.
