ABSTRACT

In ‘The case’ (see Chapter 1), we saw how Zeffe had returned to his home country on completion of his studies abroad. This is not always the outcome of educational aid and development projects, however, and over the years much has been written about the negative influences of so-called ‘brain drain’ (for example, Joyce and Hunt, 1982; Rao, 1979; Tan and Lipton, 1993; Vallance, 1996).
