ABSTRACT

The government plays a key role in financing education. Although public expenditure in this sector has been rising over the years, India continues to lag behind not just international standards but also among other developing countries. While the state governments bear a much higher share of the total public expenditure on education, central government funding on higher education continues to dominate. Data on public funds both budgeted and actual is published by the Ministry of Human Resource Development in annual publication ‘Analysis of Budgeted Expenditure on Education’. Once the budgetary stipulations of expenditure on education are given out, these are then allocated to the two categories of higher education and technical education. This chapter puts together data on expenditure by the Department of Higher Education under Gender Budget Statement that was first introduced in the Budget of 2005–2006. The statement is prepared using data from the various ministries/departments on the quantum of public expenditure earmarked in the budget for women.
