ABSTRACT

This chapter presents the shift from the knowledge society to the new collective intelligence society and the implications the new paradigm will have for humanity and policymaking. So, an essential element to make knowledge societies effective for policymaking is to ensure the active participation of stakeholders in government, such as representation from the private sector, the civil society and ICT users along with international organizations in the implementation of knowledge societies. Since the mid-2010s, the scientific debates over knowledge societies have pivoted to different schools of thinking and the future impact of artificial intelligence on society, governments, and democracy. Artificial intelligence is increasingly being applied in combination with collective intelligence methods to augment and optimize the mobilization of human intelligence for policymaking. It is a change from the knowledge society to a collective intelligence society.
