Training and learning needs assessment
This chapter considers the assessment of training and development needs at different levels within the organization. In Chapter 3, we examined HRD from a strategic perspective and examined the link between the development of employees and performance management. Armstrong and Baron (1998: 7) define performance management as ‘a strategic and integrated approach to delivering sustained success to organizations by improving the performance of the people who work in them and by developing the capabilities of teams and individual contributions’. Thus, performance management is a strategic approach integrated with the wider business functions and concerned with improvement and continuous development. In order to design effective training and learning events within this context, it is essential to assess the needs of the organization, the department or group, and the individual effectively.
