Reference to Chapter 2 will reveal that, for practical purposes (and with the exception of Inner London), the origin of the building control system for England and Wales lies in the late Victorian era with the passing of the Public Health Act 1875. This Act empowered local authorities to make and enforce byelaws (i.e. local laws) for their districts aimed at securing the health and safety of the public when using or being in close proximity to buildings.
