ABSTRACT
This requirement responds to the Process Approach Principle. For plans to be implemented resources have to be provided but the process
of identifying resources can be relatively non-committal. It establishes a need, whereas the provision of resources requires action on their acquisition which depending on prevailing circumstances may not lead to all needs being provided for when originally required.
