Strategic considerations for infrastructure development
Infrastructure programmes are needed to achieve a range of development objectives focusing on issues such as raising standards of living and welfare, improving access to transport, education and health services, facilitating economic development and creating employment, as well as promoting environmental sustainability. There is a need for strategies to deliver these development objectives. Network infrastructure such as roads and highways, railways, electric power, water supply and sewerage systems needs long-term strategic planning due to the inherent difficulties in co-ordinating large and complex networks. There is also a strong argument for public sector intervention in the planning of airports, ports, waterways due to national security, and in some other cases there are public service obligations for the provision of services such as schools, hospitals and solid waste management. These services are vital in protecting the citizens of a country and in providing a galvanising effect to facilitate social cohesion and economic development.
