ABSTRACT
The problem of relations between headquarters and division has occurred for thousands of years. Many of the problems in this chapter occurred and have been documented in ancient China, Rome, and Egypt. This can lead you logically to believe that while there is much new in the world over time, many issues recur repeatedly in diverse situations.
