The network operator can decide which network management layers will be deployed. In many cases, the equipment management layer and element management layer are mandatory in order to be able to configure the equipment and to monitor the equipment and transmission links. Mature organisations will also implement the higher network management layers and this will result in a much more streamlined organisation and reporting structure. Does this mean that new projects have to start with the

equipment layer and move gradually higher in the hierarchy? Certainly not; mature organisations have learned the value of service monitoring and the importance of the link to the business management. For this reason, they will put network and service management at the centre of attention. The equipment layer design then is often secondary.
