ABSTRACT

Banning so-called ozone depleters has produced no measurable benefit, but it has come at an enormous cost. The UN-brokered protocol was a framework for phasing out all substances that could potentially damage the ozone layer. Aerosol propellants were the first to disappear, then lesser culprits such as refrigerator coolants. Given what we now know, though, the responsible action is to draw a line under the Montreal Protocol and move on.
