ABSTRACT
The Government has recognized the possible consequences of this effective monopoly and appointed a regulator, OFWAT, to control prices and other aspects of their businesses. It has also removed the right of a supplier to cut off supply to a customer who does not pay – because of the essential nature of water and the public health implications of disconnection.
