Objectives of reports

Either they were ‘for the record’, because the law, the system or common sense required details to be put down in writing in case they were needed at some later date. (This would be true of an accident report, for instance, or any incident that might result in an insurance claim or a serious complaint.)

Or they were designed to prompt action and help someone make a decision.
