ABSTRACT

Work expands to fill the time available for its completion. Parkinson's Law is famed for its simple truth. An elderly retired aunt will spend all day writing a postcard and posting it to her niece, just as a recession will still leave office workers ever-busy handling papers and engaged in numerous telephone conversations. Whatever the basic cause may be, there is nothing new about people spending their time wastefully. That very fact presents opportunities. A lasting impression from the early days of my industrial career was that work study experts were kept busy studying and measuring unproductive and unoccupied time. The savings they could recommend were derived from using what they could reveal as available time to greater advantage. This approach offered a proven formula for raising the productivity of workers.
