ABSTRACT

Who is the European? was at best a peripheral question at the time of the agreement that created the European Economic Community (EEC). The focus was peace and economic survival and success in the wake of World War IIs devastation of the continent. This cooperation succeeded and prompted more common initiatives. After the Treaty of Maastricht (1992), there began an ongoing negotiation about, “Who shall be included in Europe?” as expansion of the E.U. to the east and to the south became an agenda item.
