When business is growing steadily with no real pressure on profits and the survival of your business is not under threat, it is much simpler to address and conform to the rules. With business in decline and your livelihood threatened, it is all too easy to succumb to the pressures to serve after hours, to serve a good customer a further drink knowing he or she has had too much already or to accept custom from free spenders whose language and behaviour you would not otherwise tolerate.
