Planning and management

This chapter emphasizes the role of planning as a part of management as opposed to the idea of a one-off master plan. It then describes ongoing planning. It goes on to discuss the need to monitor what is happening sector-wide and the nature of public sector planning and management. It then explains the functions of tourism management and a management by objectives approach (MBO). It describes private sector involvement, planning at different levels, the basic components of a plan and the allocation and use of resources. It then discusses aspects of regulation, tourism facilities classification systems and computer-assisted planning tools. The chapter concludes with an explanation of a SWOT analysis (strengths, weaknesses, opportunities and threats).
