ABSTRACT
The construction industry has always been plagued with an abundance of reportable accidents coming to an all time high of over 45 000 accidents in 1966 with, over the previous decade, an average of 250 persons killed each year. These appalling figures occurred in spite of a considerable volume of safety legislation aimed at improving safe working in the construction industry.
