ABSTRACT
Each approach, in its way, acts as both a measure of achievement and also, importantly, through its selection of parameters and values, as a guide to users. These tools therefore bear a heavy responsibility to address the important issues, and not just the measurable ones, and to inspire adequate action to deal with current threats.
