Background to competency development The use of competencies became popular in the mid-eighties as organizations struggled to clarify what they expected from their managers. Many layers of bureaucracy were disappearing as companies saved money by ‘delivering’. This resulted in the need for managers to do more and at a higher level than had previously been expected. In addition, companies were expanding globally, and there was a need to have greater consistency in what was expected at each level of management.
