ABSTRACT

Capturing costs is challenging because they must be accurate, reliable, and realistic. Although most organizations can develop costs with more ease than the economic value of the benefits, the true cost of training is often an elusive figure, even in some of the best organizations. While the total HRD direct budget is usually easily developed, it is more difficult to determine the specific costs of a program, including its indirect costs. To develop a realistic ROI, costs must be accurate and credible. Otherwise, the painstaking attention to benefits will be wasted because of inadequate or inaccurate costs.
