Although the models presented in this book are step-by-step, methodical, and simplistic procedures, they will fail even in the best organizations if they are not properly implemented, fully accepted, and supported by those who can make the process work in the organization. This chapter focuses on the critical issues involved in implementing a comprehensive measurement and evaluation process in the organization.
