ABSTRACT
At this fourth stage in the process of developing properties, the construction work will have been completed and the equipment commissioned for use in the unit. In some ways, this is an exciting and important time because the building is either new or refurbished and the internal/external environments have been improved. During the last stages of construction, the operations team will have been interested to see how their working environment has changed, and to refine the systems needed to operate in the unit. At this transitional stage, final deadlines and snagging lists of problems become more important as contractors leave the premises and the operators take over.
