ABSTRACT
Risk assessment and disaster preparedness and recovery plans may look good on paper, but the ultimate test is always the next real emergency. This chapter is for designers and managers of critical communications facilities that may be at risk from natural and man-made disasters and terrorist attacks. The premises are the same here as in any other area of disaster and contingency planning:
