That approach has become increasingly rare, however, and it is now commonplace for customer-care programmes, developed in the private sector, to be adapted and applied to local government in response to the more sophisticated expectations of the modern consumer. Certainly the customers have a right to quality service, whether they are visiting a bank, building society, High Street shop, hospital or Town hall reception desk, and a great deal of effort has gone into making such areas more accessible, welcoming and user-friendly.
