ABSTRACT

One final point of introduction is to recognize that smoking is a very emotive subject that lends itself to propagandizing and sloganeering. Even a perfunctory review of the debate would recognize very quickly the antipathetical attitudes held by bodies such as Action on Smoking and Health (ASH) and Freedom Organisation for the Right to Enjoy Smoking (FOREST). The former organization is at the forefront of attempts to ban or at least severely circumscribe smoking in public, whilst the latter is equally vociferous in their support of smokers' rights. This chapter seeks to navigate a pathway through these extremes and, on a subject that invites polemicism, adopt, as far as possible, a measured review of the debate.
