ABSTRACT

This chapter describes the programmatic framework within which the Systems Engineering Process is performed. This framework involves the system breakdown structure (or product hierarchy), the organizational breakdown structure (or project teaming chart), and the project schedule. The System Team and Integrated Product Teams are mainly focused on the technical issues while the Leadership Team has a broader focus on the programmatic issues such as customer interface, marketing, business development, project strategy, corporate alliances, resource planning (staffing and facilities), contracting, etc. There are three types of relationships between a CPT and a regular project team: subordinate, superordinate, and informational. The Systems Engineering Process may be applied in two stages for each System Item in the system’s product hierarchy: Conceptualize and Characterize. The chapter focuses on the time aspects of these two stages. The Conceptualize stage will often be a fraction of the effort compared to the Characterize stage.
