ARNOLD was completing “Schools and Universities on the Continent”, his report for the Taunton Commission, at the same time that he was undertaking the articles for the Cornhill that became Culture and Anarchy, and the sketches in the Pall Mall Gazette that appeared eventually as Friendship’s Garland. There was therefore to be found in his report the same feeling and the same argument that appears throughout the other two works, and the former deserves a closer attention than has hitherto been its lot, as a practical expression of the theory of the latter in a field in which Arnold had had a long experience.
