ABSTRACT
The goal of this chapter is twofold. First, it examines the role of the Hong Kong press as a forum for civil society to engage with and contest the state. Second, it analyses the activities of the news media in two major incidents to see whether the media are leaders or followers in the push to build a democratic system in Hong Kong.
