ABSTRACT

After the Bosnian fiasco Europeans are chastened by the events that have led to such spectacular failure in their own backyard. It is evident that the political ambitions for European defense are well ahead of military reality, or indeed the political willingness of many Europeans to engage in dangerous operations. Given that there is also little appetite in Europe for the kind of expenditures that would realize such

a robust capability the choice is simple: better defense integration and co-ordination in the EU, or a new strategic consensus with the US – or both.
