I am uneasy about the prospects of the war unless the Government take some decisive measures to grip the situation. I can see no signs anywhere that our military leaders and guides are considering any plans for extricating us from our present unsatisfactory position…. Could we not have a series of meetings of the War Committee of the C.I.D. at an early date? Occasional meetings at intervals of a week or a fortnight will end in nothing.1
